deCarta Names Kevin Dowd Managing Director, Asia Pacific

Company opens Hong Kong and Shanghai offices in response to burgeoning LBS market opportunity and customer interaction.

SAN JOSE, Calif., April 24 /Xinhua-PRNewswire/ -- Reinforcing its presence in the Asia Pacific region, deCarta, the leading supplier of software platforms and services for the Location-Based Services (LBS) industry, announced today that it has appointed Kevin Dowd as Managing Director, Asia Pacific, and opened new offices in Hong Kong and Shanghai, China.

Based from deCarta’s offices in Hong Kong, Dowd will oversee OEM/ODM sales, customer relations, and technology partner development in the rapidly-growing Personal Navigation Device (PND), Internet mapping, and mobile carrier LBS markets of the region, including Southeast Asia, China, and Japan.

Dowd comes to deCarta from Verilink Corporation, where as Vice President Asia-Pacific he was responsible for developing and managing operations throughout Asia for the company’s Voice over DSL (VoDSL) and Voice over Internet Protocol (VoIP) Integrated Access Devices (IADs) and IPDSLAMs products and services. Previously, he was Regional Managing Director for Aethra Telecommunications Systems where he was responsible for developing and managing operations including production, sales and support throughout the region. Dowd also held senior management positions at Asialink Technolo-gies, Accord Networks, Inc., and Polycom Inc., where he built and managed the sales and technical support organizations in the Asia-Pacific region for the companies.

Dowd has a Bachelors of Science, Economics and International Relations from London School of Economics and Political Science, London, UK; a Masters of Science, Economics, from University of Bristol, UK; and a Masters of Philosophy, Economics, from University College London, Development Planning Unit, UK and Jiaotong University Shanghai.
