The local government will supply home-based care services including provision of home cleaning, prepared meals and medical services for the four segments of the district's elderly population who are in the greatest need of care, including elderly individuals who have lost their ability to earn a living, those receiving a basic living allowance yet living in isolation, veterans and childless seniors, in the form of services purchased from the center. At the same time, the center will also provide various professional home-based care services to any senior in need at low cost.
